Great, so it's not a bug in 4.0~beta2.
This being said, I find it somewhat concerning that most people who
gave us feedback about 4.0~beta2 already used the ISO image while all
of them were in a situation in which the USB image would work better.
The call for testing does not give much guidance in this respect,
which might be OK. But it also links to the ISO image first, which
might partly explain what we see. sajolida, what do you think about
linking the USB image first?

I'm very surprised this would happen only after creating
a persistent volume.
I would not be surprised to see this happen on first boot too:
UEFI firmware can behave in all kinds of surprising ways
when they try to be helpful.
