We would like to allow users to configure this in a persistent manner

haven't yet, so I'm worried that you're doing this in an unsupported
way that will cause problems further down the line.

We have no plan to diverge from Tor Browser's defaults in this area:
I trust our colleagues in the Applications Team to configure it as
a reasonable trade-off between safety and keeping websites working.

So if you want this to change, I think a next good step would be for
you to try and understand the current trade-off, with a balanced
analysis that takes into account its benefits too :)
