[lime] GSOC 2025: bird2 bgp babel

Hi,

coming back with the same idea from 2023, and as a longterm thing that
is needed in our community (but maybe by others too). Here goes again in
2025: I sent the proposal to the project "OpenWrt integration with bird2
(UCI and LuCI) for BGP and Babel protocols" with mentors Ilario and Bruno.

I hope I can work on this soon and get my hands dirty on the topic :)
