[Tails-dev] Tor Browser 13.0.8

The Tor Browser team is preparing 13.0.8.

indeed it's worth an unscheduled Tor Browser release, but the problems
it fixes don't impact Tails as far as I can tell, so I believe we can
safely ignore it.
