I experienced this only once while testing 4.22-RC1. 4.22 final is not connecting to a known (password saved to persistence) wifi network at start. Therefore, the TCD does not appear.

Manually selecting a known wifi network connection works fine. The TCD then appears and functions normally.

4.22 RC-1 was automatically upgraded to 4.22 on this machine.

Prior Tails releases with persistence continue to connect automatically.
