I don't think that Bisq DEX has been suggested yet.
We have a FAQ about adding new applications to Tails and I think that
Bisq DEX fits into it:

I see that they distribute a Debian package on their website and that
someone already started working on making it available in Debian:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=772886
Once it's in Debian you will be able to install it in Tails using the
Additional Software feature:
