Linux 5.3 final is not in Debian yet, so currently this is not an
option. However, it would become a possibility if 5.3 is uploaded to
Debian unstable in time for the Tails 4.0 code freeze (October 11).
It could happen but I'm not counting on it at this point. It could
also happen that a bit later in October, 5.3 lands in sid, which
important security fixes.

Once this blocker is gone, we'll need to make a decision ourselves,
which involves multiple factors that are documented there:

Regarding the waiting time: even if Tails 4.0 is shipped with Linux
5.2 in the end, there's a high probability that Tails 4.1, scheduled
6 weeks later (Dec 3), will include 5.3: most likely, at some point
during the Tails 4.1 development cycle, the only way to get recent
security fixes against Linux 5.x, using a Debian kernel, will be to
upgrade to 5.3, simply because there won't be a 5.2 with these fixes
anywhere in Debian :)
