We want Tails to follow the Debian Free Software Guidelines [1] and
these require no "discrimination against fields of endeavor" (aka, 1st
free software freedom: unlimited use for any purpose).
[1]:

Limiting the use of VeraCrypt Mounter to non-commercial purposes would
prevent us from including it in Debian and would lower the freedom
people have when using Tails (eg. if someone wanted to sell
pre-installed Tails USB sticks).
So we came up with a solution that doesn't require specific trademark
licensing agreement with IDRIX:
- Change the icon to not reuse any part of the VeraCrypt icon.
- Rename our application to "Unlock VeraCrypt Volumes".
- Add the disclaimer that you requested.
You will be able to see all this in action in Tails 3.9, to be released
tomorrow.

We'll do that too.
Thanks Mounir for helping us navigate this issue!
