[Tails-dev] Configuring tails-bugs@boum.org

I worked on two branches to adapt Whisperback to use the new
tails-bugs@??? mailing list.

So please review:

- branch feature/tails-bugs in the main Git
- commit 9fe7a97 in the puppet-tails repo
