I just found this, and now understand how everything is done:

According to that page it is Transifex that updates the POT files
automatically, and it does that by downloading the blob from the gitweb
interface. Your git repositories is not cloned anywhere. This also means
multiple resources can be taken from the same git repository.

And for fetching new translations, a "tx pull -a" might still be
marginally easier than copying to files manually from tor's translation
repo. If you want to use the "tx pull" approach instead, and want help
with setting up the configuration, just let me know, I have figured out
how to do that.
