[Tails-dev] Please review&merge feature/obfs3

Hi,

the feature/obfs3 branch adapts the ClientTransportPlugin line added
to torrc when needed to support the obfs3 bridges, that the new
obfsproxy 0.2.x (automatically picked up by the latest Tails ISO image
builds) supports.

Please review&merge.
