Sembra interessante, ho scaricato il paper e cercato il riferimento
bibliografico relativo alla storia dell'aerosol rilasciato in atmosfera.
Pero' quello sembra non esistere da nessuna parte.

Comunque si tratterebbe (sempre che non sia una bufala inventata
dall'autore del paper, visto che in giro non si trova nulla)
di una tecnica per migliorare la propagazione di onde radio.

Sulla possibile tossicita' non discuto...ma anche qui non credo
che la geoingegneria c'entri qualcosa. C'entrano i ben noti
avvelenamenti su scala regionale causati da attivita' militari.

Il prossimo potrebbe essere "cielo...mio marito!!"? :-)
