please review the draft specification for the "Incremental Update Kit"
file format. It can be found there:

(Note that the rest of the page is not ready for further review,
given we've not decided yet whether we are going to use TUF in phase 1.
At least the IUK file format should be independent from the TUF or
not TUF question.)
