> This open call session is devoted to the discussion of the contested nature of major infrastructure projects in European countries in the era of multilevel governance. In particular we discuss the role played by technical instruments assessing their costs, benefits, and risks, as main source of public justification. Through the presentation of case-studies of contested mega-projects in EU countries we want to advance in the understanding of the following questions: the multi-level governance of infrastructures and its democratic gaps; the normative basis of the “conventions of quantification” used in order to produce numbers meant to justify megaprojects; justifications of big infrastructures beyond numbers.
