Our Committee has reliable information about the possible pardon of
President Bush the criminal Luis Posada Carriles, author among countless
other crimes, the bombing of civilian aircraft to Cubana de Aviaci?n the
October 6, 1976 which killed its 73 occupants.
Apparently, the Bush administration, the same as the world has undergone
since 6 years ago to a war against terrorism, has confirmed that
U.S.congressmen to arbitrate a provision to override the judicial process
that takes place against Posada Carriles. Such a provision would be
tantamount to a pardon.
This is fully in line with the campaign two months ago from being developed
Cuban-American terrorist groups based in Miami.The impunity of these
groups has led them to pay homage to Posada publicly did so without the
slightest shame on 2 May, where Posada openly declared their willingness
to commit further acts of terror against the Republic of Cuba, its people and
its government .

Montreal on attacks against civilian aeronautics.
The measure that President Bush s judicial impunity granted to Posada
Carriles is a mockery and an affront to fair claim hundreds of families who
continue claiming justice to the thousands of American soldiers killed in Iraq
under the false war on terrorism and jail unjust suffering Five Cuban Patriots
for 10 years, for trying to prevent crimes such as those of Posada Carriles.
We, the international community concerned, requires that Luis Posada
Carriles be certified as a terrorist to justice extradited from Venezuela,
whose government is calling for 3 years for being a fugitive from that
country, and tried for their crimes against humanity under full weight of the
law.
We send back the application of Resolution submitted to the House of
Representatives and sent to Judiciary Committee on May 21, 2007.

following resolution, which was forwarded to the Judiciary Committee.
RESOLUTION
Expressing the sentiments of the House of Representatives that Luis
Posada Carriles masterminded the heinous attack on the Cubana flight 455
Aviation and responsible for many other acts of terrorism, must be certified
as a terrorist and tried under the full weight of law.
Since the attack on Flight 455 of Cubana Aviation in October 1976 it killed
73 innocent people, making it one of the worst terrorist attacks on aircraft in
the americas;
As documents declassified FBI and CIA report Posada's participation in
planning the attack on Flight 455;
As in 1985, Posada escaped from a Venezuelan prison after being
accused of the bombing Flight 455, only to continue its campaign of violent
attacks on innocent civilians;
As the Justice Department has not submitted the extradition case to federal
court at the request of the Venezuelan government despite being forced to
do so by international treaties;
As a U.S. district court dismissed all charges against Posada on May 8,
2007, allowing Posada to leave free days before he was to be tried for
immigration fraud;
As the Justice Department has described Posada as "a criminal who has
not repented and admitted being the real mastermind of terrorist plots";
As section 236A (a) of the Immigration and Nationality Act (8 USC 1226th
(a)) gives authority to certify Posada as a foreign terrorist and therefore
